Based on an educational background in international law (Technische Universität Dresden), business administration (Qingdao University), and diplomatic studies (University of Leicester) Marcus has forged a career in network development, strategic guidance, and policy management. In 2016, he accepted the challenge of steering EUnetHTA Joint Action 3 as its Chief Operating Officer (COO) and continues his role as COO within the newly formed EUnetHTA 21 Consortium. Additionally, he leads the work of the Heads of Agency Group (HAG) and supports the Chairs in the strategic decisions making processes, preparing the European HTA landscape for the EU HTA Regulation. In tandem with this, Marcus launched 2018 the International Horizon Scanning Initiative (IHSI) as General Manager, building a global database of pharmaceutical products in development combined with innovative data-modelling tools that increase healthcare system preparedness and support member state healthcare product negotiation potential. 2021 he forged the Heads of HTA Agencies Group bringing together the key European decision makers in HTA, creating a forum to discuss and align on major strategic questions relevant to EU HTA agencies.
